POSITION SUMMARY: Responsible for the development, implementation and control of accounting policies and procedures, formulation and/or enhancement of internal control systems and processes, ensuring the accuracy and integrity of the financial statements, and related supporting documents, that is consistent with Generally Accepted Accounting Principles and District Accounting Policies. ESSENTIAL FUNCTIONS: 1. Directs the activities of General Accounting, Accounts Payable, Payroll. 2. Oversees the preparation of annual revenue, expense, statistical, and capital budgets and coordinates with department managers to identify and resolve operating variances from budget on a monthly basis. Directs compilation, preparation and review of hospital financial statements and oversees posting to the general ledger, with emphasis on the balance sheet and clearing accounts. 4. Directs internal control efforts and coordinates all external audit functions. Provides all documentation necessary for audit completion. 5. Prepares correspondence and submits information to Medicare, Medical, and other Payors and prepares work papers necessary for completion and submission of the annual Cost Reports and OSHPD quarterly and annual reports. 6. Prepares monthly financial analysis and productivity reports. Reviews departmental financial statements and makes recommendations to CFO\Administration that would improve profitability. Manages daily cash requirements and projects cash requirements in accordance with strategic initiatives 8. Prepares annual renewals and updates insurance policies for Fiduciary, D & O, Liability, Property, and others, and monitors Group Health and Workers Compensation insurances. 9. Responsible for expense accounting and reconciliation related to the IVHRA and IVCHO. 10. Reviews monthly contractual allowance calculations for Medicare, Medical, and Third Parties and reviews program logs and data compilation and accuracy. 11. Performs other related assignments as required. EDUCATION, EXPERIENCE AND SKILLS REQUIRED: A Bachelors Degree in Accounting or equivalent Business Administration Degree from an accredited university is required. Must have five years of senior level accounting and managerial experience within the healthcare industry. Must be knowledgeable of administrative and accounting procedures, familiar with the hospital auditing principles and practices, proficient use of word processing and spreadsheet applications and hospital main-frame systems. Must possess management and communications skills as defined in management expectations in the performance appraisal.
